We need a site to have an updatable area (Site is now in HTML) – Database Administration Freelance Job

I have a project when you get back online, I need a quote
the site is in HTML only right now. Because it is for a radio program, the content needs to change daily and needs to reflect what we are talking about.

I have a section on the site for news and we link articles from other sites we might talk about or that are relevant to our listeners. Is there anyway to create a backend to where just that little section can be updated? So someone could copy and paste links with a title and they will just populate as they are updated in the admin?

Site is underoathradio.com, currently built all in HTML.
